API 5L PSL1 vs PSL2

A practical comparison of API 5L Product Specification Levels 1 and 2, including chemistry, mechanical properties, toughness, NDT, traceability and a correction to a common hydrotest misconception.
API 5L defines two Product Specification Levels for line pipe: PSL1 and PSL2. PSL2 adds a more controlled technical framework, but the difference should not be reduced to “PSL1 is basic and PSL2 is premium.” The actual requirements depend on grade, pipe size, manufacturing route and the edition of API 5L.
As of September 2026, the current API edition is API Spec 5L, 47th edition, published in June 2026.

The table is deliberately qualitative. Exact values and test frequencies must come from the 47th-edition standard and the purchase order.
Chemistry and carbon equivalent
PSL2 is associated with more restrictive composition control than PSL1 for comparable grades. Carbon-equivalent controls are important because line pipe must be weldable in field construction while still meeting strength and toughness requirements.
Depending on grade/composition and the governing edition, the order may use CEIIW/CEV, Pcm or both. Project specifications can add limits stricter than API 5L.
This is one reason a PSL2 MTC typically deserves a more detailed chemistry review than simply checking C, Mn, P and S.
Mechanical properties
Both PSLs define required strength properties, but PSL2 applies a more controlled framework. Depending on grade, this can include:
- upper as well as lower strength limits;
- yield-to-tensile ratio controls;
- more restrictive delivery conditions;
- additional test requirements.
Do not assume that two pipes marked X52 have identical mechanical-property envelopes if one is PSL1 and the other PSL2.
Impact toughness: avoid the blanket rule
A common simplified explanation says:
PSL1 = no Charpy; PSL2 = Charpy mandatory.
That is too broad for a technical knowledge base.
PSL2 introduces substantially more toughness control, and Charpy/DWT testing is mandatory in defined combinations of grade, diameter, manufacturing route and application. Supplementary service annexes can add further toughness requirements.
The exact test requirement must therefore be read from the relevant API 5L tables/clauses and any invoked annex — not inferred from the letters “PSL2” alone.
Hydrostatic testing: a common misconception
Another recurring mistake is:
“Hydrotest is optional for PSL1 but mandatory for PSL2.”
That is not a reliable statement. API 5L includes hydrostatic-test requirements for line pipe under both product specification levels, with the detailed provisions defined by the standard.
So hydrostatic testing is not the feature that distinguishes PSL1 from PSL2.
NDT and manufacturing route
Inspection requirements depend heavily on whether the pipe is:
- seamless;
- HFW/ERW;
- SAWL;
- SAWH;
- another route permitted by the specification.
PSL2 generally has more demanding inspection/traceability requirements, but a buyer still needs to read the specific requirements for the manufacturing route and dimensions. “PSL2” should not be used as a substitute for stating a required UT/RT method or acceptance class where the project has a specific requirement.
PSL2 does not automatically mean sour or offshore
PSL is one layer of the order.
Sour-service, offshore-service, strain-based design and other demanding applications are handled by additional API 5L annexes / supplementary requirements where invoked. A pipe can be PSL2 without automatically being qualified for every special service.
Likewise, writing “X52 PSL2” does not by itself mean:
- NACE MR0175 compliant;
- offshore qualified;
- suitable for a defined minimum design temperature;
- DNV approved;
- EN 10204 type 3.2;
- compliant with a client's project specification.
Those are separate order requirements.
What should a buyer specify?
A robust line-pipe RFQ should include at least:
- API 5L edition.
- Grade and complete suffix, if applicable.
- PSL.
- Manufacturing route.
- OD and wall thickness.
- Length.
- Required service annexes/supplementary requirements.
- Impact-test temperature/requirements if project-specific.
- NDT/project inspection requirements.
- Inspection document and TPI requirements.
- Marking/traceability requirements.
- Any project chemistry, CEV/Pcm, hardness or sour-service limits.
47th-edition note
API's June 2026 announcement states that the 47th edition introduced changes in areas including HFW quality, impact toughness, lamination control, sour-service requirements, chemical element ranges, NDE personnel certification and CO₂ transmission pipe.
That is a good reason not to copy a PSL1/PSL2 table from an old handbook and assume every detail remains current. For a 2026 order, verify the licensed 47th edition.

PSL2 is a more controlled API 5L product specification level, but it is not a universal synonym for “critical service,” “offshore” or “sour.” Chemistry, mechanical-property control, toughness, inspection and traceability are generally more demanding; hydrotesting is not simply a PSL2-only requirement. Always pair PSL with the edition, grade, manufacturing route and any supplementary annexes.
