Why Annex E and Annex K are not interchangeable UT options: Annex E is the base API 5L NDT framework, while Annex K adds or modifies NDT for sour, offshore and strain-capacity service.
When a project specification says “UT to API 5L Annex E” or “UT to Annex K,” it is tempting to treat the two annexes as alternative ultrasonic-test standards. That is not the right model.
In the established 46th-edition API 5L structure:
- Annex E is the base nondestructive-inspection framework for pipe that is not required to meet the special-service Annex H, J or N requirements.
- Annex K applies to pipe ordered for sour service, offshore service and/or service requiring longitudinal plastic strain capacity. Annex K states that Annex E provisions apply except where Annex K specifically modifies them.
So Annex K is best understood as a special-service NDT overlay/modification, not a competing UT method.
First: these annexes cover more than UT
Both annexes sit within the API 5L nondestructive inspection system. Depending on pipe type and requirement, the applicable methods can include ultrasonic, electromagnetic, magnetic-particle and radiographic techniques.
Therefore a purchase specification that simply writes:
“100% UT as per Annex K”
still needs careful interpretation. You must know what is to be inspected, by which method, to what acceptance criteria, at what stage, and for which manufacturing route.

Exact inspection coverage and acceptance criteria depend on the current API 5L edition, pipe manufacturing route, size and service annex.
Why offshore pipe points you toward Annex K
For API 5L offshore-service pipe, Annex J is the service annex. In the 46th-edition architecture, Annex J directs the NDT requirements to Annex K.
This means an offshore order can have a hierarchy such as:
API 5L PSL2 → Annex J offshore service → Annex K NDT provisions
That is different from ordinary PSL2 pipe assessed only under the base NDT structure.
What Annex K is trying to control
Special-service pipe can require closer control of imperfections that may be more critical under offshore, sour or strain-demanding conditions. Annex K therefore addresses specific inspection areas and acceptance provisions beyond the ordinary framework — for example laminar imperfections and manufacturing-route-specific weld/body inspection requirements.
The exact numerical acceptance limits must be taken from the licensed current edition; they should not be copied from an old project specification without checking the edition.
A common purchasing mistake
A supplier may answer:
“We already do API 5L UT, so Annex K is covered.”
That conclusion is unsafe. The correct questions are:
- Which API 5L edition?
- Is the pipe ordinary PSL2, sour service, offshore service or strain-capacity service?
- Which annexes are invoked by the PO?
- Which NDT method and coverage are required for this manufacturing route?
- What reference standards and acceptance criteria are required?
- Are pipe ends, body, weld seam, plate/coil edges or laminar imperfections subject to additional examination?
- Are project requirements stricter than API 5L?
Annex E and Annex K are not product grades
Neither “Annex E” nor “Annex K” describes the steel grade. Grade, PSL, delivery condition and NDT are separate layers of the order.

Current-edition caution
API 5L 47th edition became current in June 2026. API's public announcement confirms significant changes to NDE-related topics, including NDE personnel certification and other line-pipe controls. Because the detailed annex text is licensed, any 2026 procurement specification should verify the exact E/K structure and clause references in the 47th edition before issuing the PO.
This is particularly important when a project specification was originally written against API 5L 45th or 46th edition.
